Mayor Latchford and Council:

We are writing to express our concern regarding the lack of progress in recruiting a new CAO to replace Robyn van de Moosdyk, who retired at the end of July 2020.

The role of the CAO, as administrative lead of the organization and link between Council and staff, is critical to the success of the municipality.

A qualified CAO directs & nurtures staff in their jobs, ensuring that Council is fully informed on matters, through well-researched reports demonstrating thoughtful analysis and comparisons.

It is the role of Council to hire the CAO as the sole employee of Council, and to seek a professionally qualified person for the position.

AH Township has a Human Resources management contract with Northumberland County. The expertise of County personnel would greatly assist Council in the executive search for a qualified CAO.

Another resource is the Best Practices Guide developed by the OMAA and OMHRA.

The taxpayers and citizens of Alnwick Haldimand Township deserve a responsible government that is transparent and accountable. It is incumbent upon Council to follow best practices when hiring a CAO.

We request that Council make the search for a new CAO the highest priority, and to call on the HR expertise of the County.  

We request that this letter be included on the Agenda for October 15, 2020.

Dear Mayor and Members of Council:

2021 BUDGET PROCESS

The Township of Alnwick/Haldimand Council, in response to the Principles Integrity Report, passed a motion on May 21, 2020.  A part of that motion included the following:

That for the 2021 budget process, the Finance Department be requested to initiate a budget launch report setting out the anticipated schedule for budget deliberations, so as to provide the general public with a meaningful opportunity to participate in the process.

We the undersigned A/H Taxpayers request that Council:

  1. follow up on the initiative to establish a schedule for the 2021 Budget Process.

We are keen to follow the process for 2021 and to that end, offer the following as suggestions for Council’s consideration:

Summer 2020 – establish 2021 Budget Schedule (dates TBD by Staff) and post to A/H Website, Facebook and Message Boards at Grafton Town Hall and ACC.

Fall 2020 – internal work on Department, Board & Committee Budgets and Issue Papers, and management review.

January 2021 - distribute first Draft Budget to Council and the public.

Draft Budget to include Issue Papers, Donations & Grants, comparisons to the previous three years, and Reserves List

Method of public distribution: digital access to pdf draft copy through A/H Website, and an option to obtain a printed copy from the Township for those without internet access.

Budget Meeting(s) of Council to do a line-by-line budget review and revise with Department Managers, Boards and Committees scheduled into the meeting(s).

February 2021 – distribute revised Draft Budget to Council and the public during a meeting of Council for final review.

Final Budget presentation and passing during a regular Council Meeting. 

Council also passed the following resolution on May 21, 2020:

Be it resolved that the Council of the Township of Alnwick/Haldimand defer the Notice of Motion – Elimination of Ice as illustrated on the April 2, 2020 Council.  Agenda until such time as the Covid-19 crisis allows for Regular Council sessions to be held.

It is unclear as to when regular Council sessions will resume due to COVID-19.  It is our position that discussions on the future of the Haldimand Memorial Arena Site are essential to planning the 2021 Parks & Recreation Budget and subsequent Issue Papers.

  1. We request that Council direct the Parks & Recreation Ad Hoc Committee to commence immediately with surveys, as per the Committee’s December 2019 report, to ensure that taxpayers have meaningful opportunity to participate in discussions and provide input.

**Survey content subject to Council approval, and the Ad Hoc Committee requests that Council direct Staff to upload surveys to the Township Website and Facebook pages when ready.
